The audience could be a wide range of people including parents, government officials, teachers, etc. but the main focus are the children who are committing the act to be in the situation to be label a “teenage parent”. Parents have tried many of times to enforce the “don’t have sex speech” whether it's to wait for marriage or just to protect yourself but that obviously is not getting through to most teenagers. The government puts limits and regulations on certain things including ages of consent. Along with providing funding for certain programs, resources, and organizations to attract teenagers and teach them about abstinence and/or safe sex. And again, that obviously has not affected the views for teenagers.

Teachers have to abide by a curriculum and can only say certain things. A teacher also has to follow certain laws and regulations about how to interact with students no matter the situation. If we approach teenagers, we already have a connection and understanding. We can use a tone that is relatable and exhibit how other teenagers feel about teenage pregnancies. This will show the teenagers that they aren't alone.
